breed on and breed off has nothing to do with partnering -- there is a breed/pet button. This can get confusing because it is both button and age-dependent.
if you have it on breed and if the cat is between 7-120 days the cat will eat double the amount that a 0-6 day-olds will eat and can have babies -- the default is breed on. If you change it to pet, then the cat will not be able to have babies but will eat 1/2 the amountof the 7-120 day-old cats. Between age 0-6 days and after 120 days, the kitten will automatically be on pet and cannot have babies and will eat 1/2.
so more simply breed on gives you the option of having babies but they eat more
breed off aka pet means no babies but they eat less
