The 9T for 100L "bargain"

I was under the impression that we were moving toward the idea that KittyCatS could beef up menagerie rewards as incentives to remove those 100L cats that can't find adoption, especially with the gross surplus of cats in general. It has proven to work in the past and I wouldn't be surprised if it was already slated for release as it has been every year around this time.

As you're the OP, what's your ideal plan for the removal of the offending cats mentioned?
