The partnering will fail if the envisoned partner is not the most near cat.
To get around it, you can either just make sure that the cat you want to partner your cat with is the most close cat, or you can get a 1.45 updater in the store.

Hi KittyCats! I realized I hadn't followed up here. Sorry about that. I did stumble across the 1.45 updater by accident one day. I haven't been having the problems I discussed initially and figured I must have been in some wacky time-warp again. I hadn't made the connection with the updater, so I appreciate the information.
