Remember, the KittyCats that are permapetted still receive updates, they receive new features as well. You can still put a vest or hat on a permapet from a year ago. This cannot be said about most other breedable permapet solutions. If the breedable has a permapet solution at all.
This is the same reason a few other breedables have a pay service for the permapets.

If you are a breeder permapetting may seem rather redundant, however those like me who collect collection kitties permapetting is a means to an end and much cheaper in the long run then feeding over 50 animals.

While it would be nice for it to be free, you also have to realize that once you permapet the cats kittycats no longer makes any money from you. But, they still provide support ect.

EDIT: I was also the first to make a permapet topic on this forum (you can probably search for it). I was very much against the cost for a long while, but I started to see the reason behind it.
