I agree with anna, this is a good idea, one perma pet that automatic done kitties in not transfers.
Perhaps keep the perma-pet transfer to sellers that would like selling his special collections and add a new perma-pet 500 not transfer.
note: I believe that exist many ways to not delete a kitty, I remeber a post in the past the one people gave his kitties in adoption because so hard delete them.
