If your cats meet the 75% 25% 25% criteria, are partnered, and are in the same location (parcel, sim, or cattery) they should make a kitten within 15 minutes. They should show 2 hearts ♥♥ instead of the usual one heart ♥. You can usually boost their happiness by giving milk OR doing an interaction with them that has an asterisk after, like lay*, hold*, or cuddle*. Milk and cuddles do not stack. If they have milk available, you don't need to cuddle them. If you're going to cuddle them (up to half an hour) then you should take away the milk. If your cats have not bred in a reasonable amount of time, you can file a support ticket and get them reset.
As for age, a new born kitten fresh out of the box needs 7 days to grow up, then 7-10 or so days to reach the ♥♥100%
