The first thing to check is that you are able to run scripts on the region, and that the cat is set the the correct group if only group can run scripts.
Second you can try picking the cat up and setting it back down in world.
If you still aren't able to get a menu for the cat, then you will need to file a support ticket and include the ID# for the cat, which you can find on the cats online pedigree page, and we will get a fixed version sent to you
