The kitties have pre-programmed chat that is randomly selected to send. As far as I am aware, there is no way to change what they say. I suppose you can suggest new chat in the Feedback section.
I don't believe it's possible at this time to make a collar with 3D spikes (or other attachments). It's just a texture. But there are some very nice studded leather collars at the main store.
