Gold Tipped White is dominant to White Tipped Grey:

I see that the kitty Sandy found this whisker on is also a starter to starter special baby breeding - if we could see what each of her individual starters' hidden whisker colors are, it's possible we could narrow this down even more.

This suggests that Gold Tipped White could be dominant to Butterscotch Tipped Black, but there is no way of knowing if Allred is hiding a more recessive whisker, which he then could have passed. The best way to find out for sure is to breed this kitten and find out what is hiding under the Gold Tipped White.
