My new kitten won't attach to do any of the happiness-increasing interactions. I select Cuddle, RShoulder or LShouldert and nothing happens. The cat just walks around in circles. There is no prompt for attachment or permission; just nothing happens.

Hi there,
Try toggling low prim on / off. (Touch the cat, prims, low prim, 2D cat - Touch the image, prims, low prim off).
Then try attaching the cat again (it should ask for permission to animate your avatar).
Make sure the cat is next to you and can bump into you.

Okay, I can get it to give me the animate and attach dialogue, but the cat just keeps walking in circles, even when it bumps into me.

I think there's a Preference option which automatically denies the attach event. Did it ask you for permission? If not, look through your Preferences. (It may be a Firestorm-only thing, it's been a while and I'm not in a position to check right now.)
