Do these have the same access settings as the food, or would we have to buy two so that my cats and my wife's cats have one each?

The scratch post only works with kitties of the owner.
So yes, you would both need your own

I thought that too but then I saw that the store display has five of them grouped together so they're three prims each, I assume.
My question: Do they have any benefits for cats like increasing happiness?

They are indeed 3 prims each.

I agree with you. I hate that my SL Mom and I have to have two of them just to watch our cats play together.
