So looks like more recessive than flame but we cannot guarantee that the Chocolate Tipped Flame that pulled it didn't hide something more recessive so therefore cannot say for sure that Dominant to the Chocolate Tipped Flame

Posting for Tuney
She bred 2 Blue Tipped White showing cats and Baby was Monochrome meaning Blue Tipped White is dominant to Monochrome and therefore placed.

Blue Tipped White is recessive to Blush Tipped White.
