Each region (sim) is like a web server.
Objects like your Dock are like pages on that server with one *big* restriction: there can only be a few and they can only talk so fast.
So
* The most likely cause is too many web objects (like your Dock) are on the region. This takes a while to solve since someone needs to pick something up (or TP away with it, if its a HUD)
* The next most likely cause is too much traffic on the region. This probably usually fixes itself in a few seconds.
* Then there might be a problem at SL, but you'll probably notice the lag
* Or there might be a problem between KittyCats and SL, which might take some time but usually takes only a few seconds
* Finally, there might be a problem at KittyCats. But then the site is probably down anyway.
So, yeah, the problem is usually on SL, but isn't something SL can help with.
