This is ambiguous. I can't tell if the Chocolate Tipped Flame is covering the Smoke or Smokesaurus' hidden.

Unless you know for sure what both starters hide this isn't conclusive enough to say Smoke is recessive to Grey Tipped White.
At the moment you don't know what the Smoke hides or if indeed its a pure colour, this suggests one of two things.
1. Its pure and recessive to Grey Tipped White
2. It hides Grey Tipped White and passed it

I'd suggest discovering what the two starters hide, pairing both with Grey Tipped White would provide answers, if one passes Smoke. Smoke is dominant, if both pass Grey Tipped White Smoke is recessive.
