If a male at 100% and a female at 100% are near each other but not owned by the same person, they won't breed on their own whim, right? The owners have to actively partner them?

They will not, indeed and as you say, have to be partnered to breed.
Also, if you decide to breed / partner them, both owners have to be on the sim to agree on the partnership.
