I have a cat that is 115 and I think I might like a kitten. He isn't very high love, less than 10%. Can he have a kitten?

Yes, perhaps with a littlebit extra love potion your kitty should be able to have a kitty before he retires.
But perhaps he doesn't even need extra love I'd monitor that if I was you

It's probably not worth the cost because you might not make it. The shortest time it can take to get from 0 to 100% is a little over five days, and that requires several Love10 potions with 48 hours between them. 10% is less than a day's gain. (A cat receiving sufficient cuddles or milk gains a touch over 14% per day without Love potions. --And that's assuming a region server restart doesn't set it back an hour or more.)
